Victorian Govt looking for feedback on circular economy regs

DEECA

Victoria’s Department of Energy, Environment and Climate Action (DEECA) is welcoming feedback on the proposed Circular Economy (Waste Reduction and Recycling) (Waste to Energy Scheme) Amendment Regulations 2025 (proposed regulations).

The Victorian Government Economic Growth Statement made a commitment to further increase the Waste to Energy Scheme cap (the cap) limit to 2.5 million tonnes per annum, subject to a Regulatory Impact Statement (RIS).

This consultation invites feedback on the proposed regulations to increase the cap limit from 2 million tonnes per annum to 2.5 million tonnes per annum, along with the findings of the supporting RIS.

The ‘cap’ is the maximum limit on the amount of permitted waste that can be processed by thermal waste to energy facilities with a cap licence in a financial year.

The RIS examines a range of factors in determining the preferred option, including feedstock availability, material recovery, avoided use of landfill, electricity generation, net emissions outcomes, costs and benefits, as well as a multi-criteria analysis.

Feedback from this consultation will be used to inform the final Regulations.

Following consultation, a summary report providing an overview of the feedback received and how it informed the decision-making process will be published on this page.
